the fact that the overlap of payments
from one year to another would presumably

expenditure is concerned, that it will

Votes and Warrants before the delayed
payments can be effected, because the
additional payments under any particular
Vote at the beginning of the year would
he offset at the end of the year hy the
carry-forward to the subsequent year of
payments which it has not been found
possible to make during the year to which
they relate.
